Why Windows often refuses

Disk Management can only extend a volume into unallocated space that sits immediately after it. If the free space is on the other side of another partition, the Extend option is greyed out and no amount of clicking helps. Extending a volume into adjacent free space is quick, because only the boundary changes. Moving a partition is different: the tool copies data to a new location on the disk and then updates the table to match. During that window the disk is in a transitional state, and a power cut or a forced restart leaves the description and the data out of step — which is exactly how a volume disappears from Explorer.
